SUMMARY

The Statewide Policy Initiatives Organizer (SPIO) reports to the Manager of Policy & Training Innovations. The SPIO is responsible for overseeing the statewide Health Reform Campaign with the California TGI Health Alliance (CTHA), mobilizing and engaging the TGI community across the state, and moving our Health Care Reform agenda.

The SPIO will work closely with the statewide campaign Leadership (CPEHN, Health Access, and Latino Coalition for Healthy California). This position is responsible for maintaining efficient outreach, advocacy, and mobilization to support TLC’s policy agenda. This position plays a critical role in building relationships with elected officials and with members of the TGI community to ensure the implementation of healthcare policy efforts from ideation to long-term performance. The SPIO will provide oversight and execute strategies led by and lift the voices and power of TGI people and their health care, and ensure that there is better health access for TGI people across California.

The SPIO is responsible for developing and implementing healthcare reform and creating policy strategies related to specific healthcare issues. The ideal candidate will be an outstanding strategist who can effectively convey the mission, policies, and advocacy efforts of The TransLatin@ Coalition to various constituencies, ranging from policymakers to local community members. This position will have a six-month performance probationary period upon hiring.

ESSENTIAL FUNCTIONS

  • Attendance and punctuality.

  • Be available to work a minimum of forty (40) hours at The TransLatin@ Coalition office in Los Angeles.

  • Lead the oversight and implementation of TLC’s multi-year statewide policy agenda as outlined in the Trans Policy Agenda.

  • Organize and develop a network of local, regional, and statewide gatherings of TGI people, communities, and key stakeholders to define goals and priorities to define a proactive and strategic statewide policy agenda for equality, equity, and justice.

  • Organize, coordinate, and guide all activities related to the CA TGI Health Alliance (CTHA), the Healthcare Reform, and its essential functions.

  • Coordinate with the CTHA statewide coalition to develop and implement strategies.

  • Plans and organizes sessions and meetings related to the statewide campaign.

  • Prioritize directly impacted TGI communities and individuals and coordinate with campaign partners to track progress and on the campaign’s goals.

  • Develop and maintain deep substantive knowledge of campaigns and issues and the dynamics of healthcare and policy change at the state level.

  • Develop equitable and reciprocal relationships with community organizations, networks, and TGI community members impacted by the healthcare system.

  • Work closely with statewide partners to ensure TLC’s voice and ideas inform the development of statewide policy and healthcare agenda, and to develop benchmarks to ensure adequate progress toward campaign goals, adjusting plans as necessary.

  • Establish, build, and maintain relationships with institutions, organizations, and coalitions across California to increase TLC’s policy and advocacy impact.

  • Provide strategic analysis and background for implementing TLC’s healthcare agenda in partnership with TLC’s executive team.

  • Represent the organization in the community with funders, stakeholders, partners, and the people we work with in a respectful manner that embodies the organization's values and aligns with your job description and role on the management team.

  • Participate and organize community educational forums to obtain information that will support the development and implementation of policy priorities. 

  • Participate in TLC’s events, staff meetings, trainings, and staff development opportunities on an ongoing basis.

  • Plan and implement legislative strategies, analyze and draft policy efforts and legislation, advocate with state and local policymakers, and engage The TransLatin@ Coalition members, the broader TGI community, community stakeholders, and leaders to advance the organization’s strategic priorities.

  • Other activities as required to conduct agency objectives related to policy making and advocacy.

  • Ability to synthesize complex issues and communicate them effectively to diverse audiences, including elected officials, attorneys, advocates, impacted communities, TGI Latin@s and other immigrant groups, other supporters, and the public.

  • Set up appointments and organize events with elected officials to address issues related to TGI people throughout California.

  • Other duties assigned by the Manager of Policy & Training (MPT) or the executive leadership team, as needed.

  • Exercise public relations strategies and work with earned media to garner attention to issues.

  • Must have legitimate transportation and current insurance to be able to run occasional errands, appointments, and out-of-office site visits as needed.

MINIMUM QUALIFICATIONS - Knowledge, Skills, and Ability

  • Master’s degree is preferred in public policy, Social Work, Psychology, or Public Health-related fields, or at least five years of working with TGI people, understanding their experiences and the policy needs of TGI people.  

  • Proof of employment eligibility, valid California Driver’s License, and/or California Identification, and yearly automobile insurance.

  • Updated annual tuberculosis test – read, reviewed, and dated by a nurse clinician before employment and provided annually to Human Resources.

  • Ability to coordinate multiple projects & tasks simultaneously in a high-pressure environment.

  • Ability to master a wide range of information, take the initiative, be organized and strategic, and adapt and work in a team environment.

  • The ability to communicate effectively verbally and in writing, both in English & Spanish, is always preferred.

  • Ability to work with diverse communities (e.g., multi-gender, ethnic, generation, monolingual Spanish speakers, Lesbian, gay, bisexual, transgender, substance, homeless, disabled, etc.).

  • Ability to conduct trainings, presentations, workshops, and coordinate policy-related activities competently.

  • Ability to respond quickly and timely on emerging issues as required and requested by the Manager of Policy & Training and any members of the executive leadership team.

  • Ensure that all high-priority messages are highlighted and responded to, in a timely manner.

  • Identify and highlight critical timelines and responses.

  • Ability to handle multiple projects and incoming requests from supervisor(s); experience taking the initiative and using independent judgment in non-routine matters.

  • Excellent time management with the ability to prioritize and work with a high level of accuracy within a fast-paced environment.

  • Exceptional attention to detail, highly organized and proactive in anticipating the department's needs; able to track long-term strategies/projects.

  • Strong communication skills: oral, written, and strong interpersonal communication skills to work effectively with high-level donors and stakeholders.

  • Work weekends or evenings and special events as needed.

NON-ESSENTIAL QUALIFICATIONS - Knowledge, Skills, and Abilities

  • Experience and knowledge of Microsoft Office and Google Workspace.

  • Bilingual in Spanish and English is highly preferred.

  • Knowledge of specific policy needs and issues of TGI people.

  • Excellent writing and reading skills.

SUPERVISORY RESPONSIBILITIES

  • This position does not have supervisory responsibilities.

PHYSICAL REQUIREMENTS

  • While performing this job, the candidate typically spends time sitting, standing, walking, frequently driving, carrying (max. 20 lbs), lifting (max. 20 lbs), listening, and speaking.

ENVIRONMENTAL CONDITIONS

  • Ergonomically safe office environment with desktop computer, desk, chair, and natural light from windows.

  • As part of our commitment to maintaining a safe and productive work environment, candidates for this position may be required to undergo random drug tests. The drug test may be conducted at any stage of the hiring process and will be in accordance with applicable laws and regulations.

  • Occasional attendance at community events, conferences, and other meeting venues. Must be comfortable with environmental conditions at the event locations, such as noise level, aggressive patrons, and substance use and abuse.

MENTAL REQUIREMENTS
