The TransLatin@ Coalition is pleased to announce TGI RISE Program (Resources, Investment, Support, Equity) - a funding opportunity for eligible organizations serving Transgender, Gender Nonconforming, and Intersex (TGI) communities across Los Angeles County.

This initiative is designed to invest in and strengthen the capacity of community-based organizations to expand their public health impact and deepen their reach within TGI communities. Through this opportunity, selected organizations will receive capacity-building support to enhance organizational infrastructure, program delivery, and long-term sustainability.

Request for Statement of Qualifications (SOQ)

Purpose

The TGI RISE Program aims to:

  • Strengthen organizational capacity and infrastructure

  • Expand culturally responsive public health programming

  • Support leadership development within TGI-led organizations

  • Increase equitable access to services for TGI communities in Los Angeles County

Eligibility Criteria

Organizations must meet at least one of the following criteria:

  • Be TGI-led, with leadership primarily composed of TGI individuals

  • Have at least 60% of leadership identifying as TGI

  • Serve a population in which at least 60% of participants identify as TGI

Organizations must also:

  • Be based in and serve communities within Los Angeles County

  • Demonstrate a commitment to advancing health equity for TGI communities

Scope of Support

Funding may be used for capacity-building activities, including but not limited to:

  • Organizational development and strategic planning

  • Staff development and training

  • Program expansion and service delivery improvements

  • Systems development (e.g., data tracking, evaluation, communications)

  • Partnership and coalition-building efforts

Statement of Qualifications (SOQ) Submission

Interested organizations are invited to submit a Statement of Qualifications that highlights:

  • Organizational mission, history, and community impact

  • Experience serving TGI communities

  • Current capacity and areas for growth

  • Vision for how capacity-building funds will strengthen public health reach

  • Organizational leadership and staffing structure

Selection Process

Submitted SOQs will be reviewed based on:

  • Alignment with TGI RISE Program goals

  • Demonstrated commitment to TGI communities

  • Organizational readiness for capacity-building support

  • Potential for impact and sustainability

Selected organizations will be invited to participate in the next phase of the funding process.

Outcomes

The goal of this effort is to create and sustain an effort that supports the TGI community and strengthens the network of organizations that serve the community. However, this population is not a monolith and the services provided by the CBOs will be varied.  As such, specific outcomes will be dependent on the plans developed by each CBO or Collaborative.     

However, overarching outcomes are as follows:

  • Outcome 1: Provide TGI individuals with coordination and linkage to needed services, including health, housing, and human services  (Public Health will work with the Contractor to provide data collection tools and instructions).

  • Outcome 2: Increase self-reported well-being among TGI participants

Funding and Term

April – June 2026 and July 2026 – June 2027*

The subcontract award amounts may vary, but will be no less than $200,000 for individual CBOs and no less than $500,000 for collaborations of no less than three CBOs each year. 

*Please note year 1 is from April - June 2026, and year 2 is from July 2026 - June 2027

Final selection of subcontractors is subject to approval by Public Health.

Insurance Requirements

  • Commercial General Liability insurance (providing scope of coverage equivalent to ISO policy form "CG 00 01"), naming PHI, LA County, and its Agents as additional insured, with limits of not less than the following:

    • General Aggregate: $2 Million

    • Products/Completed Operations Aggregate: $1 Million 

    • Personal and Advertising Injury: $1 Million

    • Each Occurrence: $1 Million 

  • Auto liability: not less than $1 Million for bodily injury and property damage, combined or equivalent split limits 

  • Workers' Compensation: $1 Million per accident, if Temp staff -Alternate Employer Endorsement needed 

  • Professional Liability/Errors and Omission:  not less than $1 Million per claim and $2 Million aggregate

  • An umbrella policy is permitted if any of the individual coverage areas do not meet the minimum limit requirements.
